The barrier adds to the mystery of the scene… just was Pauley and what was he remembered for? And why are they trying to keep people away? [Just my impression, and not actual questions.]

Thanks for the comments HoaiPhai, much appreciated! Sometimes as photographers I think we underestimate the level of ambiguity a photo may have for viewers, since the experience of “being there” of course gives us the benefit of context.
